Yes, the CQM is designed for use throughout an asset's lifecycle. It can be applied to new assets for baseline (zero) measurements, in-service assets to monitor coating performance, and aging assets to assess degradation and plan targeted maintenance.  

A zero measurement is the initial baseline measurement taken on a new or freshly coated asset. It establishes a reference point to monitor coating performance over time, enabling accurate tracking of degradation.
